Signing of Ministry's Performance Contract
At the iconic Barabara Plaza, the Cabinet Secretary for Roads and Transport, Mr. Davis Chirchir, witnessed the signing of performance contracts by Principal Secretaries and State Agencies under the ministry. The event marked a significant milestone in the ministry's ongoing efforts to enhance accountability, efficiency, and service delivery within Kenya's roads and transport sector.
The signing ceremony, which brought together senior officials from various state agencies under the Ministry of Roads and Transport, was a step towards reinforcing transparency and ensuring that performance standards are met across the board. The contracts are aimed at improving the ministry's overall service delivery and are designed to promote a culture of responsibility and results-based management in the sector.
Speaking during the ceremony, CS Chirchir emphasized the importance of performance contracts as a tool for holding public officers accountable and for aligning the activities of the ministry with the national development goals.
The event was attended by a wide array of leaders from the ministry and its agencies. Principal Secretaries (PS) Mohamed Daghar for Transport and Eng. Joseph Mbugua for Roads were present, along with Directors-General (DGs), Chief Executive Officers (CEOs), and Chairpersons of various state agencies under the ministry, including the Kenya National Highways Authority (KeNHA), the Kenya Urban Roads Authority (KURA), Kenya Railways Cooperation (KRC), NaMATA, LAPSSET, NTSA among others.
PS Mohamed Daghar for Transport highlighted the significance of the contracts in streamlining operations within the transport sector. “These contracts provide a clear framework for the performance expectations of each agency and officer. They are a reflection of our shared commitment to the country’s development agenda,” PS Daghar remarked.
Eng. Joseph Mbugua, PS for Roads, expressed optimism that the performance contracts would lead to timely completion of key infrastructure projects that are critical to the nation's growth. “The roads sector is a crucial driver of economic progress, and these performance contracts will ensure that we remain focused on delivering quality infrastructure for the people of Kenya,” he stated.
The performance contracts cover a wide range of targets, from the expansion of road networks to the improvement of public transport systems and enhanced safety standards. The contracts are also aligned with the government’s BETA agenda.
The signing of these contracts comes at a time when the Ministry of Roads and Transport is focused on accelerating the construction and rehabilitation of roads across the country, modernizing the public transport system, and improving the regulatory framework for the transport sector.
