CABINET SECRETARY FOR THE MINISTRY OF ROADS AND TRANSPORT, MR. DAVIS CHIRCHIR, E.G.H, PRESENTS NTSA & TRAFFIC ACT REGULATIONS BEFORE NATIONAL ASSEMBLY COMMITTEE ON DELEGATED LEGISLATION.

The Ministry of Roads and Transport today presented four new transport and road safety regulations before the National Assembly Committee on Delegated Legislation, for post publication scrutiny and subsequent approval, aimed at improving road safety through inspection of vehicles to ensure vehicle worthiness, providing a regulatory framework for the operation of commercial vehicles and school transport vehicles and curbing drink driving.

The regulations include the Traffic (Motor Vehicle Inspection) Rules, 2026, Traffic (School Transport) Rules, 2026, Traffic (Drink Driving) Rules, 2026 and the NTSA (Operation of Commercial Service Vehicles) Regulations, 2026.

Speaking before the Committee, CS Chirchir emphasized the importance of the Regulations in ensuring road safety and good driver behavior, noting that road incidents and accidents contribute negatively on the country’s economic and social growth.

Among the proposals are mandatory inspection for vehicles older than four years, stricter safety standards for school transport vehicles, enforceable alcohol limits for drivers and licensing requirements for commercial service vehicle operators.

The Cabinet Secretary noted that the regulations were developed following public participation conducted across all 47 counties and are intended to reduce road accidents, fatalities and injuries while improving efficiency and accountability in the transport sector.

He reaffirmed the Ministry’s commitment to promoting safer roads and enhancing transport systems in the country through enforcement and public engagement.
